Position Overview:
Our client is seeking an experienced Procurement Manager / Senior Procurement Manager to lead procurement activities across multiple projects, especially those related to government and institutional support. The ideal candidate will possess extensive experience within the KSA/Gulf Region, a comprehensive understanding of local and international supply chains, and proven expertise in procurement administration and dispute resolution.
Key Responsibilities:
- Develop and execute procurement strategies aligned with the organization's goals in industrial development and technological innovation.
- Manage end-to-end procurement processes, including vendor shortlisting, RFP preparation, proposal evaluation, and contract negotiation.
- Build and maintain relationships with both local and international suppliers, ensuring compliance with the organization's high standards for quality and sustainability.
- Lead negotiations to secure competitive pricing and optimal service agreements for large-scale industrial projects.
- Oversee the procurement administration process, including contract management, purchase orders, and invoicing.
- Resolve any procurement-related disputes, ensuring smooth operations and long-term supplier partnerships.
- Collaborate with internal departments to understand procurement needs and align strategies with organizational objectives.

Required Qualifications and Experience:
Education: Bachelor’s degree in Law (LLB or JD) or equivalent legal qualifications. (Master's in Law preferred)
Experience: 13-15 years of experience in legal support roles, with a focus on EPC contracts within the industrial, construction, or manufacturing sectors.
Language Skills: Bilingual – Fluent in English and Arabic (both written and spoken).
Skills:
- Strong expertise in drafting, reviewing, and negotiating EPC contracts.
- In-depth knowledge of the KSA legal system and international legal practices.
- Excellent communication, negotiation, and analytical skills.
- Ability to work effectively across multiple departments and with international partners.
- Proven experience handling legal documentation, contract management, and dispute resolution.
Certifications: Professional certifications such as Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) are advantageous.
Preferred Qualifications
- Experience working with international companies on governmental or institutional projects.
- Familiarity with local regulatory compliance and sustainable procurement practices.
